This is the only company which I could find that makes pannier frames for Skorpions and lists a set for the Tour, part no: 650741.0001, onto which you can also fit on of their topboxes.

H&B ‘Junior‘ panniers are fitted as standard to the Traveller, these are available as 30 litre (as fitted), or the larger 40 litre

When fitted, the 40 litre panniers are 850mm wide, the same width as a Traveller with 2 sets of mirror spacers, or about 80mm wider than the handlebars, so filtering through traffic isn’t too much of a problem. However, the keys are fairly readily available from key cutting shops like Mr Minit or Timsons, part number is Silca LS13. These are plain metal keys without a plastic head, but are cheap (£2.99 last time I got one).
If you feel fairly confident at making your own brackets, it SHOULD be fairly easy to mount other brands of hard luggage to a Skorpion. If you can get another brand of luggage cheaply enough, (plenty on Ebay), look how the H&B luggage fits, and make your own brackets to suit. Remember to check clearance around rear wheel, silencer, and pillion’s legs, and the usual ‘do so at own risk’ clause applies. If you do, why not send in a picture?

Note that
as the Sport has a different subframe to the Tour and Traveller models, this kit is unlikely to fit them.
Tankbags are a bit more problematic due to most bags being magnetic which doesn’t work very well with plastic tanks. I’ve got an old Eurodesign tankbag that fits well, but as I bought it at least 25 years ago, and Eurodesign don’t seen to exist anymore, that’s not of much help to you.
Baglux http://www.bagster.com/en/ make a tankcover which allow the fitting of their tankbags, but as Mike found out, it doesn’t fit very well so can’t be recommended. If any of you know of tankbags that fit well please send in details.
Some of you will have seen a product called ‘Wonderweb’ which is a soft rubber mesh that you place below tankbags to stop them sliding about and scratching the tank. It works well, but a similar but much cheaper product is sold in ‘everything for a pound’ shops for placing under mats to stop them sliding on polished floors.
